Col. (Rtd) Tom Butime Ateenyi Highlights Tourism's Role in Economic Transformation at NRM Manifesto Week

Col. (Rtd) Tom Butime Ateenyi, the Minister of Tourism, Wildlife, and Antiquities, and Member of Parliament for Mwenge Central County in Kyenjojo District, has outlined key achievements and ongoing initiatives within Uganda’s tourism sector during his presentation at the NRM Manifesto Week on November 21, 2024. He emphasized the transformative potential of tourism to improve livelihoods at the household level by creating jobs and increasing incomes, attributing the sector's resilience and growth to a conducive environment provided by the government.


*Achievements in the Tourism Sector*


The Minister detailed the ministry's progress in delivering on its manifesto commitments under the theme of “Securing Your Future.” He attributed the sector’s remarkable recovery and growth to increased government investment and strategic interventions, including:


1. Sector Recovery and Budgetary Support

Tourism, one of the hardest-hit sectors during the COVID-19 pandemic, has made a robust recovery with the help of targeted campaigns such as Explore Uganda: Pearl of Africa, Experience Uganda, Take on the Pearl, and Tulambule. These initiatives have not only reignited domestic tourism but also attracted international travelers.


The financial allocation to the tourism sector increased significantly, from UGX 193.7 billion in the 2019/20 Financial Year to UGX 297.88 billion in the 2024/25 Financial Year. This has enabled the sector to implement resilience measures for sustainable growth.


2. Marketing Uganda as a Destination

A national tourism marketing strategy has been rolled out domestically and internationally to build a competitive and positive image of Uganda. The Pearl of Africa brand is now being promoted in 12 overseas markets and across Africa. These efforts aim to position Uganda as a top travel destination, boosting visitor numbers and revenue.


3. Infrastructure Development

The Ministry is spearheading the construction and rehabilitation of marine routes, including the development of 20 piers on Lake Victoria. Work is also ongoing to modernize the Source of the Nile Pier, an iconic attraction.


In a bid to attract international conferences and business tourism, the construction of the Mahatma Gandhi International Convention Centre in Entebbe is underway. This facility will enhance Uganda’s capacity to host high-profile events, boosting the Meetings, Incentives, Conferences, and Exhibitions (MICE) sector.


4. Wildlife Conservation and Human-Wildlife Conflict Mitigation

To address water shortages in conservation areas, the Ministry has established 10 valley dams. Additionally, the construction of a 500km electric fence along protected area boundaries is reducing human-wildlife conflicts.


Efforts to sustainably manage and maintain Uganda’s 22 wildlife-protected areas, which cover 10% of the country’s surface area, are ongoing. This includes investments in anti-poaching measures, habitat preservation, and community engagement.


5. Enhancing Conservation Education

The Uganda Wildlife Education Center (UWEC) is undergoing modernization to expand its role in conservation awareness. Visitor numbers are projected to rise to 460,000 in the 2024/25 Financial Year, up from 365,715 in 2018/19.


To enrich visitor experiences, UWEC has acquired four new animal species: the Giant Eagle Owl, Debrazer Monkey, Tigers, and a Reedbuck. These additions underscore Uganda’s commitment to wildlife conservation and education.


*Sector Outlook and Future Plans*


Col. Butime reiterated the government’s commitment to making tourism a driver of inclusive growth by enabling citizens to benefit directly from the sector. He highlighted that investments in tourism infrastructure, conservation, and marketing are positioning Uganda as a competitive destination globally.


The Minister concluded by expressing gratitude to President Yoweri Kaguta Museveni for his steadfast leadership and support for the tourism sector. He also commended stakeholders, including the private sector and development partners, for their contributions to achieving the sector’s goals.


*Call to Action*


Col. Butime encouraged Ugandans to embrace domestic tourism and explore the beauty of the Pearl of Africa. He noted that by supporting tourism initiatives, citizens can play a role in boosting the economy and preserving the country’s natural and cultural heritage.


The presentation reaffirmed the Ministry of Tourism, Wildlife, and Antiquities’ commitment to fulfilling the NRM Manifesto and transforming tourism into a cornerstone of Uganda’s socio-economic development.
