Elders in Busia Advocate for the Creation of a New District

Elders in Busia District are calling for the creation of a new district to address the challenges they believe have hindered effective service delivery and equitable development. This plea was brought to light during a recent meeting with the National Resistance Movement (NRM) National Treasurer, Hon. Ambassador Barbra Nekesa Oundo.


The Elders’ Concerns

During the meeting, the elders expressed concerns over the administrative and logistical challenges faced by the existing Busia District, which has struggled to serve its large and growing population. They highlighted issues such as poor infrastructure, limited access to healthcare and education, and inadequate representation in government structures.


According to the elders, a new district would decentralize services, ensure efficient resource allocation, and create opportunities for closer government engagement with local communities.

Ambassador Barbra Nekesa Oundo acknowledged the elders' concerns, noting the importance of grassroots leaders advocating for their communities. "The elder also paid me a visit over their need to have a new district curved out of Busia," she said, emphasizing her commitment to presenting their case to the relevant authorities.


She assured the elders that their request would be considered through the appropriate government channels, including consultation with the Ministry of Local Government and the Cabinet.

The creation of new districts in Uganda has been a longstanding practice aimed at bringing services closer to the people. Since the 1990s, Uganda’s government has significantly increased the number of districts to improve governance and service delivery. However, this has also raised debates about the financial sustainability of new administrative units.

The elders believe that carving out a new district from Busia would result in:


*Improved Service Delivery:* Residents would have better access to healthcare, education, and other essential services.

*Increased Representation :* A new district would provide additional opportunities for leadership and political participation.

Potential Challenges

While the proposal has garnered significant support, challenges such as the financial burden of establishing a new district, demarcation disputes, and the need for substantial investment in infrastructure and staffing must be addressed.



The elders are expected to formally petition the Ministry of Local Government and engage their elected representatives to advocate for their cause in Parliament. Ambassador Nekesa has pledged to support their efforts by facilitating discussions and ensuring the elders' concerns reach the highest levels of government.



The push for a new district in Busia reflects the community's desire for better governance and development. As the government deliberates on the feasibility of the proposal, it will need to balance the benefits of decentralization with the practical challenges of creating and sustaining new development they have long sought.
