Ministry of Defense Highlights Progress on NRM Manifesto Commitments

On November 20, 2024, Hon. Hudu Oleru Abason, Minister of State for Defense and Veteran Affairs, presented an impressive 90% achievement in implementing the NRM Manifesto Commitments for the period 2021–2026. Speaking at the Office of the President Conference Room during the NRM Government Manifesto Week, she outlined the Ministry's significant strides in advancing Uganda's security, development, and technological capacity.

*Strengthening Internal and Regional Security*

In line with the NRM ideology of Pan-Africanism, the Uganda People's Defense Forces (UPDF) has played a pivotal role in maintaining peace both within Uganda and across the region. The deployment of UPDF troops to Somalia under the African Union Transition Mission in Somalia (ATMIS) and to South Sudan has contributed to stabilizing these regions. These interventions have facilitated improved peace, bolstered trade, and advanced regional cooperation, ensuring that Uganda remains a reliable partner in African security matters.

*Economic Empowerment Through National Enterprise Corporation*

The Ministry's commercial arm, the National Enterprise Corporation (NEC), has diversified its operations to contribute significantly to Uganda's economic growth. NEC has taken on large-scale infrastructure projects such as road construction and is set to unveil a pharmaceutical factory aimed at manufacturing medicines to serve both local and regional markets.

Additionally, NEC has expanded its operations in textile and leather production, with a new factory established at Buikwe Industrial Park. These initiatives not only strengthen UPDF’s self-reliance but also contribute to industrial growth and job creation in Uganda.

*Self-Sustenance in Food Production*

Through large-scale farming initiatives, UPDF has achieved self-sufficiency in food production, reducing dependency on external food sources. This farming strategy also benefits retired soldiers, who have been integrated into the agricultural programs, ensuring their livelihoods are sustained. This development highlights the Ministry's commitment to holistic welfare for its personnel, both active and retired.

*Cybersecurity Operations*

With the increasing reliance on digital technology, the Ministry has prioritized cybersecurity to safeguard Uganda's digital landscape. A dedicated cybersecurity unit has been established to detect, prevent, and combat cybercrime. The Ministry has also invested heavily in training, research, technology, and state-of-the-art equipment to build a robust cybersecurity infrastructure. These efforts underscore the government's commitment to protecting national security in the digital age.

*Advancing Education and Forensic Capabilities*

In April 2023, the Ministry of Defense partnered with the Government of India to establish the National Forensic Sciences University in Jinja. This institution focuses on cybersecurity and forensic sciences, offering specialized courses that address emerging security challenges. The university aims to produce skilled professionals capable of tackling cybercrime, thus enhancing Uganda’s capacity to address sophisticated security threats.

*Commitment to Pan-Africanism and National Development*

The Ministry's achievements align with the NRM Manifesto's core objectives of fostering peace, promoting economic growth, and leveraging technology to advance Uganda's security and prosperity. The deployment of UPDF in regional peace missions, coupled with domestic advancements in agriculture, industry, and cybersecurity, demonstrates a balanced approach to development.

As the Manifesto Week continues, the Ministry of Defense and Veteran Affairs stands out as a key driver in delivering on the NRM government’s promises, paving the way for a secure and prosperous Uganda.
