Third Phase: Implementation of New Digital Registration Plates under the ITMS Project Set for 6th January 2025

The Government of Uganda has announced the implementation of new digital registration plates for motor vehicles under the Intelligent Transport Monitoring System (ITMS) project. This initiative, led by the Ministry of Works and Transport in collaboration with the Ministry of Security, aims to combat motor vehicle-related crime and reduce road accidents.
The ITMS project was launched as part of a contract signed on 23rd July 2021 between the government and M/S Joint Stock Company Global Security (JSCGS). The project involves the issuance of advanced digital registration plates designed to enhance road safety and security.
The implementation is structured into three phases:
First Phase: Began on 1st November 2023, with the issuance of digital registration plates for government vehicles.
Second Phase: Started on 1st November 2024, targeting digital registration plates for motorcycles.
Third Phase: Commences on 6th January 2025, focusing on digital registration plates for private and public motor vehicles.
Transition to the New Service Provider
To ensure a smooth transition from the previous service providers, GM Tumpeco Ltd and Arnold Brooklyn and Company Ltd (ABC Ltd), the government has established clear guidelines:
Continued Processing: GM Tumpeco and ABC Ltd will handle orders for motor vehicle registration plates received before 5th January 2025.
Grace Period: A 30-day grace period starting 5th January 2025 has been granted for motor vehicle dealers and owners to collect their plates from Spear Motors (GM Tumpeco) and ABC Ltd for prior orders.
Dealer Guidance: Motor vehicle dealers and owners are encouraged to utilize this grace period to secure their registration plates.
New Orders: From 6th January 2025, all new orders will be managed by the new service provider, JSCGS.
The implementation aligns with the Traffic and Road Safety (Registration Plates) Regulations 2022 (As Amended). After the grace period, vehicle owners who fail to collect their plates will be required to reapply for duplicates under the updated regulations.
