Uganda Civil Aviation Authority Partners with Tristar Energy Limited to Enhance Fuel Infrastructure at Entebbe International Airport

In a significant step toward bolstering aviation infrastructure in Uganda, the Uganda Civil Aviation Authority (UCAA) signed an agreement with Tristar Energy Limited, a division of the UAE-based Tristar Group, for the operation of a newly constructed fuel storage facility and fuel hydrant pipeline system at Entebbe International Airport. The ceremony took place on Wednesday, December 18, 2024, and was presided over by UCAA Director General Mr. Fred Bamwesigye. The Group Chief Executive of Tristar, Mr. Eugene Mayne, signed the agreement on behalf of his organization.


The event, which marked a pivotal moment in Uganda’s aviation sector, was attended by senior management staff and legal counsels from both UCAA and Tristar Energy Limited. According to UCAA’s Manager of Public Affairs, Mr. Vianney Mpungu Luggya, the partnership is expected to significantly enhance fuel storage capacity and safety at the airport while facilitating quicker aircraft turnaround.



Tristar Energy Limited has already constructed 12 million litres of fuel storage tanks and laid an underground fuel pipeline. The facility provides additional fuel storage and features a state-of-the-art leak detection system, as well as a 24/7 control and monitoring system. These advancements ensure the facility meets the latest international aviation safety and operational standards.


The infrastructure is being developed under a Build, Operate, and Transfer (BOT) arrangement, allowing Tristar to manage operations before eventually transferring ownership to UCAA. Once fully completed, the Fuel Farm will boast a 22 million-litre storage capacity and a 7-kilometre fuel hydrant pipeline with 43 hydrant pits strategically positioned to serve the entire airport.



The newly constructed fuel infrastructure is set to revolutionize operations at Entebbe International Airport by reducing aircraft refueling times, thereby minimizing delays and enhancing overall operational efficiency. The underground pipeline system eliminates the need for fuel trucks, significantly reducing the risk of accidents and environmental hazards associated with surface transportation of fuel.


Mr. Fred Bamwesigye, Director General of UCAA, highlighted the importance of this development, stating, “This agreement underscores our commitment to providing world-class facilities at Entebbe International Airport. The enhanced fuel infrastructure will not only support current demand but also position the airport as a hub for regional and international air traffic.”



Tristar Energy Limited has expressed its commitment to addressing the long-term fuel needs of Entebbe International Airport. As part of its expansion strategy, the company plans to increase the storage capacity to 22 million litres and optimize the 7-kilometre hydrant pipeline system. These enhancements are expected to support the anticipated growth in air traffic and aviation activities in Uganda and the East African region.


Speaking at the signing ceremony, Mr. Eugene Mayne, Group Chief Executive of Tristar, emphasized the company’s dedication to delivering high-quality infrastructure and operational excellence. “Tristar Energy Limited is honored to partner with UCAA on this groundbreaking project. We are committed to ensuring that this facility meets the highest industry standards and serves as a benchmark for similar projects in the region,” he said.



The development of this modern fuel infrastructure is a testament to Uganda’s focus on enhancing its aviation sector to support economic growth and regional integration. Entebbe International Airport, as the country’s primary gateway, is undergoing numerous upgrades to meet international standards and accommodate increasing passenger and cargo volumes.


This partnership with Tristar Energy Limited aligns with UCAA’s broader vision of transforming Entebbe International Airport into a world-class aviation hub. The improved fuel storage and delivery system will also play a crucial role in attracting more airlines and promoting tourism and trade in Uganda.


The agreement between Uganda Civil Aviation Authority and Tristar Energy Limited marks a significant milestone in Uganda’s aviation journey. By combining modern technology, safety standards, and operational efficiency, the new fuel infrastructure at Entebbe International Airport is set to enhance the airport’s capacity to meet current and future demands. With its ambitious expansion plans, Tristar Energy Limited is poised to play a key role in driving the growth of Uganda’s aviation sector, creating a ripple effect on the country’s economy.
