Uganda Police Force and National Unity Platform Leadership Convene to Address Allegations of Brutality and Obstruction

On May 27, 2024, a significant meeting took place at the Police Headquarters in Naguru between the Uganda Police Force (UPF) and the leadership of the National Unity Platform (NUP). This meeting was convened in response to a letter from the NUP dated May 23, 2024, which protested against alleged police and military brutality experienced on May 22, 2024, and the illegal obstruction of their activities.
The discussions were aimed at addressing the concerns raised by the NUP and ensuring better coordination and understanding between the political party and the security forces. Several key agreements were reached during the meeting, which are outlined below:
Timely Notifications to Police: The NUP leadership was advised to ensure that all notifications of their activities are sent officially to the Inspector General of Police (IGP) well in advance, as stipulated by law. This will allow the UPF management sufficient time to respond. Additionally, these notifications should be copied to the Territorial Commanders to ensure seamless communication and coordination.
Security Assessments by District Security Committee: It was agreed that the District Security Committee would conduct a thorough assessment of security at the planned venues, surrounding areas, and routes intended for use by NUP members. This assessment will be conducted in collaboration with the NUP's Liaison Officer to determine an appropriate and secure venue for their activities. Town clerks, who grant permission for venue usage, will also be part of this coordinated effort.
Liaison Officer Appointment: The NUP agreed to appoint a liaison officer who will be responsible for coordinating with Police Headquarters and Unit Commanders. This officer will ensure that preparations for NUP activities are adequately communicated and that any security concerns are promptly addressed.
Regulation of Military Insignia: The meeting addressed the issue of NUP members wearing military insignia, which is against the law. The NUP leadership was urged to discourage their members from such practices. It was emphasized that individuals found in violation of this law would face appropriate legal action.
Follow-Up on Confiscated NUP Items: Concerning allegations of confiscated NUP items by security forces, it was agreed that the Director of Operations would conduct a follow-up. Further communication on this matter will be provided once the follow-up is complete.
Arrests of NUP Members: Regarding NUP members who have been arrested for alleged legal violations, it was agreed that the NUP Liaison Officer should maintain contact with the police to follow up on these cases and ensure that due process is observed.
This meeting marks a significant step towards addressing the tensions between the Uganda Police Force and the National Unity Platform. By establishing clear channels of communication and cooperation, both parties aim to foster a more harmonious relationship and ensure that political activities are conducted within the framework of the law and with adequate security measures in place. The outcome of this dialogue reflects a commitment to upholding democratic principles and the rule of law in Uganda.
