Uganda Prisons Service Declares Standby Class One Period During Festive Season*

The Uganda Prisons Service has declared a Standby Class One period for all its staff nationwide, effective 16th December 2024 to 18th January 2025. This directive, issued by the Commissioner General of Prisons, aims to enhance vigilance and security during the festive season and amid prevailing terrorism threats.


The festive period often brings heightened excitement among prisoners and staff, which can lead to potential security lapses. Consequently, this measure emphasizes the need for strict adherence to operational guidelines to ensure safety, order, and discipline in all prison units.


*Guidelines During the Standby Class One Period*


The Commissioner General has outlined clear directives to be followed during this period. These include:


Enhanced Safety and Coordination:

Prison safety, security, and intelligence coordination with other security agencies will be strengthened. All staff are expected to remain vigilant and alert.


Suspension of Prisoners' Labor:

All forms of hired prisoners' labor, locally referred to as Kibaruwa, are suspended during this time.


Suspension of Visitations:

Prisoners’ visitations will be temporarily halted; however, items for prisoners can still be delivered at the designated prison gate.


Sufficient Supplies:

Adequate supplies must be ensured to last throughout the Standby Class One period, minimizing operational disruptions.


Regulated Medical Transfers:

The admission of prisoners to outside health facilities will be strictly regulated, with enhanced deployment measures where necessary.


Restricting Access to Barracks:

Unauthorized persons will not be allowed access to prison barracks, further bolstering security.


*Accountability for Non-Compliance*


The directive includes a stern warning to Officers in Charge. Any officer who breaches the outlined guidelines will be held personally responsible, emphasizing the need for strict adherence to the rules.


*Reason for the Directive*


The festive season often presents unique challenges in prison management, as increased activities and excitement can lead to security compromises. Additionally, the current threats of terrorism necessitate heightened security measures to safeguard both prisoners and staff. The declaration of Standby Class One is therefore a proactive step to maintain order and security.



Frank Baine Mayanja, the Senior Commissioner of Prisons and Deputy Director CCA/Service Spokesperson, reiterated the importance of this directive, highlighting its role in safeguarding Uganda Prisons Service operations during the critical period.


The Uganda Prisons Service remains committed to upholding safety, discipline, and efficiency during this period, ensuring that all necessary precautions are taken to address potential security threats and maintain operational stability.
