The Uganda Communications Commission (UCC) continues to raise the country’s profile on the global telecommunications stage as a key player in shaping the future of Information and Communications Technology (ICT). At the International Telecommunication Union (ITU) World Telecommunications Standards Assembly 2024, held in New Delhi, Uganda made significant strides with UCC officials actively contributing to critical discussions on global ICT standards.
Leading Uganda’s delegation was Hon. Nyombi Thembo, the Executive Director of UCC, who expressed the nation's commitment to advancing global ICT policies that foster innovation, inclusivity, and sustainability. Under his leadership, Uganda was represented in various technical working groups and ad hoc committees, focusing on areas such as policy formulation, technical standardization, and economic regulation of the ICT sector.
Uganda’s participation in the assembly underscores the country’s dedication to contributing to global ICT standards that impact telecommunications infrastructure, quality of service, and sustainability. UCC's delegation actively engaged in detailed discussions and decision-making processes on a wide range of topics, including telecommunication infrastructure development, quality of service (QoS), environmental impact, and climate change resilience.
Hon. Nyombi Thembo emphasized the importance of Uganda’s involvement in the global ICT standards agenda, stating, “Our participation in shaping these standards is crucial for ensuring that Uganda’s voice is heard in matters that directly impact our national ICT policies and the growth of our digital economy. We are proud to be part of a global effort to create robust, scalable, and sustainable ICT systems that benefit all nations.”
In a historic achievement, two of UCC’s experts were elected to Vice-Chair positions in critical ITU Study Groups. These Study Groups play a pivotal role in defining the global standards that drive the ICT sector, influencing how telecom services are delivered, regulated, and sustained across the globe.
Eng. Kamikazi – Vice Chair ITU-T Study Group 12 (Quality of Service)
Eng. Kamikazi, Manager Telecom Infrastructure at UCC, was elected as Vice-Chair of ITU-T Study Group 12, which focuses on Quality of Service (QoS). This is a crucial role given the growing demand for reliable and efficient telecommunications services. As Vice-Chair, Eng. Kamikazi will work with global counterparts to develop standards that enhance the quality and performance of telecom services, ensuring that users worldwide experience optimal connectivity and service reliability.
Ms. Hellen Nakiguli – Vice Chair ITU-T Study Group 5 (Environment and Climate Change)
Ms. Hellen Nakiguli, UCC’s Manager of Environment Management, was elected Vice-Chair of ITU-T Study Group 5, which addresses the environmental impact of ICTs and climate change. In this role, Ms. Nakiguli will contribute to the development of standards that promote sustainable ICT practices, including the reduction of carbon emissions and the mitigation of environmental risks associated with the telecommunications industry. This position aligns with Uganda’s broader environmental goals and commitment to climate action.
The ITU World Telecommunications Standards Assembly is where the global ICT standards agenda is curated. It brings together experts, regulators, policymakers, and stakeholders from around the world to develop and update international standards that ensure interoperability, efficiency, and security in telecommunications. The assembly focuses on a wide range of ICT issues, from emerging technologies and technical frameworks to policy and economic regulation.
At the 2024 assembly, participants are delving into the latest challenges and opportunities in the telecommunications industry, including the rise of 5G networks, the Internet of Things (IoT), artificial intelligence (AI), cybersecurity, and the socio-economic impact of ICTs. Uganda’s active involvement in these discussions ensures that the country remains at the forefront of technological advancements while aligning with global standards that promote fair competition, consumer protection, and sustainability.
Uganda’s growing influence in the ITU reflects the country’s commitment to leveraging ICT for national development and economic growth. The country has made significant progress in expanding its telecom infrastructure, increasing access to digital services, and fostering innovation through various government initiatives and public-private partnerships.
By securing key leadership positions within the ITU, Uganda is not only contributing to global ICT governance but also ensuring that its unique challenges and opportunities are represented in international forums. These leadership roles provide Uganda with a platform to share its experiences in areas such as rural connectivity, ICT regulation, and digital inclusion, which are essential for the country’s socio-economic transformation.
Uganda’s representation at the ITU World Telecommunications Standards Assembly 2024, led by Hon. Nyombi Thembo, marks a significant milestone in the country’s engagement with the global ICT community. The election of Eng. Kamikazi and Ms. Hellen Nakiguli as Vice-Chairs of key ITU Study Groups underscores Uganda’s growing influence in shaping the future of telecommunications standards. Through its active participation, Uganda is helping to drive the global ICT agenda while ensuring that its national interests are aligned with international best practices in technology, sustainability, and governance.
