NRM Manifesto Commitments for Kampala Capital City Authority and the Metropolitan Area: Progress under Minister Hon. Hajjat Minsa Kabanda

Kampala, Uganda’s bustling capital, remains a strategic focus for economic growth and urban development under the National Resistance Movement (NRM) government. As part of the NRM Manifesto commitments, Hon. Hajjat Minsa Kabanda, Minister for Kampala Capital City and Metropolitan Affairs, has outlined key initiatives aimed at transforming the Greater Kampala Metropolitan Area (GKMA) into a functional, sustainable, and modern urban center. The Minister provided an update on the progress made in critical areas, including transportation, infrastructure, market development, revenue collection, and street lighting. This was during the NRM Manifesto Week on 4th December 2024, at the Office of the President Auditorium, hosted by the Manifesto Implementation Unit, headed by Willis Bashasha.
*Addressing Traffic and Congestion*
One of the government’s top priorities is solving Kampala’s chronic traffic congestion by introducing a Rapid Bus Transport System, a light rail system, and flyovers, as well as designating dedicated lanes for pedestrians, boda bodas, and buses. The vision aligns with global urban mobility trends, focusing on efficient and eco-friendly transportation systems.
Hon. Kabanda highlighted significant steps, including the completion of the boda boda stage inventory and the proposed gazettement of boda boda stages. This intervention aims to streamline operations, improve traffic flow, and ensure the safety of road users. By the end of the Financial Year 2023/24, signage for boda boda stages in Makindye and Central Divisions had been installed, enhancing organization and accessibility.
*Increasing the Budget for Urban Infrastructure*
To improve connectivity and urban development, the NRM government has prioritized increasing the budget for roads and infrastructure within the GKMA. Enhanced funding has facilitated road repairs, expansion projects, and drainage improvements to mitigate the city’s flooding challenges. Additionally, these efforts are vital for improving urban mobility and fostering economic activities across the metropolitan area.
*Building Markets to Boost Livelihoods*
The construction of modern markets is another key aspect of the NRM manifesto commitments. These markets aim to support informal traders, promote organized trade, and improve revenue collection. Hon. Kabanda reaffirmed the government’s commitment to empowering vendors by providing safe and accessible trading spaces to enhance livelihoods.
*Enhancing Revenue Collection*
Streamlining revenue collection is critical to the financial sustainability of Kampala and its metropolitan areas. The Ministry has initiated reforms aimed at widening the revenue base and improving collection efficiency. These efforts are expected to bolster service delivery and urban development programs.
*Street Lighting for a Safer Kampala*
Recognizing the importance of security and extended economic activities, the government has prioritized the installation of streetlights across the city. The ongoing street lighting projects aim to reduce crime rates, enhance night-time visibility, and promote a 24-hour economy.
*Presidential Strategic Directives*
Hon. Kabanda revealed that her office is implementing 23 Presidential Strategic Directives to accelerate urban development. These directives include critical interventions such as:
Completing the boda boda stage inventory and gazettement to streamline operations.
Enhancing traffic flow through improved signage and designated lanes.
Upgrading road networks and drainage systems.
Supporting informal sector traders by building modern markets.
By the close of the Financial Year 2023/24, significant milestones had been achieved, including the installation of boda boda stage signage in Makindye and Central Divisions and progress in market construction. These accomplishments demonstrate the government’s resolve to address Kampala’s urban challenges systematically.
Moving forward, the Ministry under Hon. Kabanda is committed to working collaboratively with stakeholders, including Kampala Capital City Authority (KCCA), development partners, and local communities, to implement the NRM’s urban transformation agenda.
The initiatives spearheaded by Hon. Hajjat Minsa Kabanda under the NRM Manifesto commitments are poised to revolutionize Kampala’s urban landscape.
