NRM Unveils Political and Electoral Roadmap Ahead of the 2025/2026 General Elections : Main Activities in the NRM Roadmap

The National Resistance Movement (NRM) has officially unveiled its political and electoral roadmap for the 2025–2026 election cycle, laying out a comprehensive plan that will guide the Party’s internal democratic processes at all levels across the country.




The announcement was made today at a press conference held at the NRM Secretariat headquarters in Kampala, where the Party’s Secretary-General, Rt. Hon. Richard Todwong, flanked by members of the NRM Secretariat’s top leadership, presented the roadmap to the public and media.




Rt. Hon. Todwong emphasized the strategic importance of this electoral program, particularly as it kicks off with the expression of interest and nomination of candidates for the party structure elections at the village level and for the position of LC1 Chairperson. These activities are scheduled to commence next week, on April 24, 2025.




"This is a very important milestone for the Party as we prepare for the upcoming general elections," Todwong said. "We call upon all our Party members and leaders to be very observant of the timelines and dates for all proposed activities. Discipline, order, and inclusiveness will guide our process."




Key Highlights of the Roadmap:


April 24, 2025: Opening of the expression of interest and nomination process for village-level party structures and LC1 Chairperson positions.




The roadmap will later include similar processes for parish, sub-county, county, and district levels, before culminating in national-level selections.




Provisions have been made to ensure inclusivity, transparency, and mass participation, especially of youth, women, and people with disabilities.




The Secretary-General reaffirmed the NRM's commitment to internal democracy and inclusivity, stating that the roadmap will ensure that all party structures are fully constituted ahead of the national Electoral Commission’s own roadmap for the 2026 General Elections.




He also urged regional and district secretariat leaders to mobilize grassroots structures and ensure that no eligible member is left out of the process.






Rt. Hon. Todwong warned against complacency and called on all stakeholders to work in unity to deliver a credible and peaceful internal electoral process.




“Our strength lies in our structures, and how well we prepare at the grassroots will determine our performance in the national elections. Let us be vigilant and proactive in ensuring that our roadmap is executed smoothly,” he added.




The release of the roadmap signals the beginning of a vibrant political season within the NRM and is expected to activate political activities across all corners of the country, from village meetings to national policy debates.






With the roadmap now in the public domain, the NRM Secretariat is expected to intensify preparations including logistical arrangements, training of returning officers, and public sensitization campaigns to ensure an inclusive, transparent, and peaceful electoral process.

The roadmap serves as a comprehensive guide to mobilization, internal party elections, and safeguarding the party’s electoral interests at all levels.










1. Election of Party Structures and Flag Bearers (2025/2026 – 2030/2031 Electoral Cycle)




At the core of the roadmap is the organized election of NRM party structures and selection of flag bearers at all levels—from the grassroots to the national stage. This will cover the entire 2025/2026–2030/2031 electoral cycle.




The exercise will be carried out in a phased and transparent manner, aimed at strengthening the internal democratic processes of the party. It will involve:




Election of village, parish, sub-county, county, and district party committees.




Identification and endorsement of NRM flag bearers for Presidential, Parliamentary, and Local Government positions.




Establishment of dispute resolution mechanisms to handle potential grievances arising from the primaries.




The NRM Electoral Commission has emphasized the need for inclusivity, discipline, and adherence to party rules throughout the process.




2. Launch of the 2026–2031 Kisanja Manifesto




Another key element of the roadmap is the upcoming launch of the 2026–2031 Kisanja Manifesto. This manifesto is expected to outline the NRM's vision for the next five years, building on the progress made under the current government and promising renewed commitment to socio-economic transformation.




The manifesto will:




Reflect the aspirations of Ugandans across all regions.




Address critical sectors including health, education, agriculture, infrastructure, ICT, and industrialization.




Be crafted through extensive consultations with stakeholders and the public.




Serve as the campaign blueprint for NRM candidates during the 2025/2026 elections.




3. Mobilization for Party Candidates




A massive mobilization campaign will be undertaken to garner nationwide support for NRM candidates at all levels:




Presidential: Consolidating support for the party’s top candidate through nationwide rallies, door-to-door campaigns, and strategic media engagement.




Parliamentary and Local Government Councils: Empowering NRM candidates with training, logistical support, and grassroots mobilization tools to secure majority representation in Parliament and local councils.




Party structures, including youth and women leagues, will play an active role in promoting party ideals and canvassing votes.




4. Vote Protection for Party Candidates




Understanding the significance of safeguarding electoral gains, the NRM roadmap prioritizes vote protection mechanisms. These include:




Deployment of trained polling agents and election observers at every polling station.




Setting up digital and physical monitoring centers to track vote tallying and result declaration.




Legal preparedness to handle electoral disputes swiftly and effectively.




The party has called upon all its supporters to remain vigilant, peaceful, and law-abiding while ensuring that the will of the people is protected.
